The apartment has 2 bedrooms, living room, dining room, and kitchen. The apartment would have 2 occupants.

The new insulation is in the whole building, including the attic and the basement.

There is a new storm door and brand new windows throughout.

Hot water is supplied by gas. Only the air-heat is supplied by oil. I’m trying to determine how many gallons of oil I would use in a year, as I’ve never lived in a place heated with oil before.

I should think you could get by on 500 gallons per year, less if you are smart about your heat managment.
